Two brutal hoods put their victims through savage beatings in Bumper's (George Kennedy) district. Although preoccupied by the plight of a friend, a veteran cop wrongly accused of police brutality, Bumper keeps tracking a couple of hoods who specialize in stealing from pushers, bookmakers, and others who can't turn to the police.
